Communications enhancement

DyerNeed has worked with a large Australian Government agency to identify the project context for a niche communications capability. A review of the material showed that the original acquisition (Phase 1) was not adequately supported, and that the proposed acquisition upgraded a niche management aspect as well as extending the current fleet of communications equipment to new sites.

For legacy reasons, the project trajectory was through a major project pathway with significant committee and engineering costs. DyerNeed recommended that the project pathway be converted from capital expenditure to operational expenditure on the grounds that this is an upgrade of an existing capability, not the acquisition of new capability. This would have reduced the acquisition costs by removing committee and extraneous engineering activity; as well as providing adequate sustainment for the entire fleet in being. The timeline to acquisition would have been reduced from an estimate 3-4 years to an estimated year.
